[Help-glpk] Windows gcc Makefile

 Hi all. 
If I am not mistaken, in glpk 4.38 package distribution there is no makefile for MinGW or DEVC++ on windows platforms.
As I needed it, I wrote such Makefile (which is attached to this mail) which compiles glpk library with gcc on Windows. It also builds libglpk.dll. 

I hope it can be useful for somebody.
