The NET group of commands comes with Microsoft Networking. Since you don't
have a Network Neighborhood icon, you probably don't have Microsoft Networking
installed. NET is available even on MS-DOS when MS Networking is running
resident.
NET USE also is handy for mapping LPT1 to a network printer.

Another data point: I am running Windows 98. No
"net" command is recognized at the MSDOS command line
for me. This could be because I have not installed
any more networking stuff than is required for the LAN
for my cable modem. (Indeed, I do not have a "Network
Neighborhood" icon on my desktop.) I am probably not
unique in this.
