Not really. Here's a list of the changes that were made to ps-mule.el
between Emacs 20.4 and 21.1, in case you can see some glaring error
that you could report to address@hidden I can't see why emacs
can't autoload the (newly defined since 20.4) function
'ps-mule-encode-header-string'.
