I have not tried 21.1 yet. 

However, I suspect you cannot have both sal-cvs and pcl-cvs loaded at
the same time in any emacs; they both use the prefix 'cvs'. I did that
deliberately, since I planned sal-cvs as a replacement for pcl-cvs.

Hmm. Are you saying pcl-cvs is loaded by default in 21.1? If that's
true, I'll have to rename my stuff to use a different prefix.
