[h-e-w] gnuserv problem

Both

 gnuclientw -F foo.txt

and

 gnuclientw foo.txt

do the same thing for me: I get a new emacs process, with no text in it
other than the startup message.  I do have runemacs.exe and gnuclientw.exe
in the same directory, which is on my PATH.  I'm using emacs 21.1.1, the
latest version of gnuserv from

 http://www.wyrdrune.com/index.html?gnuserv.html~main

and I have

 (require 'gnuserv)
 (gnuserv-start)

in my .emacs

Help much appreciated -- I'm stuck using Visual Studio editor ATM.
