You cannot assume that all programs which use $EDITOR will split it
into words for you.

What you should do instead is write a two-line script, put it in a
directory in your PATH, and set EDITOR to that script.

#!/bin/sh
exec emacsclient -c -a emacs "$@"     # or ${1+"$@"} if you prefer
