Oh, actually, it seems it is something along those lines. I just ran this:

LANG=C GUIX_WEB_SITE_LOCAL=yes guix environment -C -m manifest.scm -E LANG -E 
GUIX_WEB_SITE_LOCAL --share=/tmp -- haunt build
★★★★★★★★★★★★★★★★★★★★

And the website builds. But if LANG is es_CO.utf8 (my user locale), then it 
fails again.
