Did you see the suggestion in one of my last messages in this thread,
and if so, what did you think?

i.e. the one suggesting an option like this:

     --with-built-in-load-path='("foo" default "bar")'

among a couple of other things.
This looks good to me. If this option is not specified, I presume the default load path is ("$prefix/share/guile/site" "$prefix/share/guile/$effective_version" "$prefix/share/guile") - is that right?
