I wouldn't consider troff a 'full fledged programming language',
just like I wouldn't consider awk one. Troff is domain specific.
The same goes for TeX; it was designed for a particular use too.
The fact that TeX is Turing-complete doesn't mean it's a good
language to program in.
I do not mean to discourage you if intend to attempt this merely
as an exercise, though.
