Don't you need:
   cvs -d:pserver:address@hidden/sources/groff  login
before you attempt the check out?  It's been a while since I used pserver 
access to savannah, but I know for sure that it is required for access to 
SourceForge CVS.

If that isn't the problem, then maybe you need to poke a hole in your own 
firewall, to accept the connection from 199.232.41.69:2401.
