[Groff] Vim input expansion keyboard map

I have attached the first cut of a little utility I've created for using 
with Vim 6.1: a keymap (keyboard definition map) that expands high ASCII 
codes in Latin-1/cp1252 encoding to groff encoding names.

Please give it a through beating and let me know if you find bugs in the 
beastie (I hope to have it included in Vim's distribution).
