[Groff] i) An apology, ii) UTP indexing, Ch.11 & AppB

Folks,

I am in some way responsible for the "186 messages" that appeared on the
groff mailing list dated Wed, 29 Jan 2003 16:24:37 -0500 (GMT). My
apologies to all who may have been inconvenienced due to this.

Regarding UTP, I volunteer to take up Ch.11 and App.B for indexing.
These happen to be the chapters I transcribed and marked up. While I am
at it, I shall also take a look at the margins problem in App.B.
