Interesting.  The -u eliminates the _^H as expected, but the -b is not
as effective.  Here is a part of a udiff (via cat --show-all):

        -N^HN^HN^HNA^HA^HA^HAM^HM^HM^HME^HE^HE^HE$
        +N^HNA^HAM^HME^HE$

Ie, it reduces bold from quad-strike to double-strike.

groff -<preproc> -m<macro> -Tlatin1 -P-cbuof file.roff > file.txt

works for me...
