Can you give us a small example that exhibits this behaviour.  This
works fine here both with -Tps and -Tascii.

    .PH '''text'
    .P
    This is a test paragraph with a full justification.  As you can see,
    the page header is not exactly  aligned  with  the right border of my
    paragraph.
