[Groff] Proposal for new \(bs character

I propose to define \(bs (former bell sign) as U+24BC, the letter "G"
in a circle (G).  This is similar to the Copyright (C) or Registered
characters (R).

Rationale:

1) The encircled G is meant to denote GNU Copyleft.
2) ^G is the bell character on UNIX.

Maybe some long name should be provided as well, e.g. \[copyleft].
