I disagree.

  .) The usual way to designate copyleft is to have a reversed C in a
     circle (at least in the Omega fonts from Yannis Haralambous -- or
     is it in the TC fonts for LaTeX?)

  .) U+24BC is definitely not the right symbol -- AFAIK, a copyleft
     symbol has not yet been included into Unicode.  Maybe you want to
     write a proposal and submit it to the Unicode consortium...

Not defining \(bs within groff is the best solution currently, I
think, since the user gets a warning about a missing glyph which he or
she can fix easily.
