With Groff 1.16 do we need to specify the -markup?

I just ran some tests with Groff 1.15:

groff -ms -Thtml -mhtml -markup ... works
groff -ms -Thtml        -markup ... works, afaik

groff -ms -Thtml -mhtml         ... broke
groff -ms -Thtml                ... broke, as expected for 1.15

Can Groff support splitting .URLs onto multiple lines?:
