Uh, you have that backwards.  The u-blox receiver sends out wheel tick
information to gpsd.  gpsd does not send wheel tick into to the
receiver.

There are ddicated hardware pins on a few of the u-blox poart the you
connect your wheel tick sensor too.

First off, the u-blox DR is next to useless for all but a very small
class of applications.  Second, if you need low level access to the
u-blox receiver, ubxtool is about your only choice on POSIX.
