Yes.

Those two things are one in the same.
You can either use the "ubxtool -c CMD" options and send the raw
hex. Or, depending on what the hex means, one of the "ubxtool -p PRE"
commmand may work for you.

Class 6, ID 31. So yes, UBX-CFG-TP5.

Class 6, ID 9. UBX-CFG-CFG, probably a save of some sort. Spend some
time with the u-blox doc and decode it by hand.
