Hmm, so you are on a RasPi. What header pin are you on? What does
your /boot/config.txt look like? Here is mine:
A Pi b1, I now have another sd for my pi 3 so will try that.

Do you have pps-gpio compiled into your kernel? Or is it a kernel module
you know is loaded?
