That looks good.  Did you do that as root?

You are totally dead if you can't optn the /dev/ttyUSB0.  gpsd can't
read the mind of the GPS without a connection to it.

What are the file perms on that device?

~ # ls -l /dev/ttyUSB0
crw-rw---- 1 root uucp 188, 0 Sep 19 11:04 /dev/ttyUSB0
~ #
