My local clock is set pretty close to correct (though it’s also setting itself from NTP linked to GPSD via SHM).

Actually, |grep ntpshm shows that gpsd is feeding time to ntpd just fine. So time is definitely working great.

Well, gpsd is happy with the PPS from the GPS.

Is you local clock already set to something close to correct?  It
looks like you have no local time, which gpsd needs.
