What version of gpsd?
xgps should run without arguments.
Check to be sure gpsd is running. E.g.:
address@hidden:~$ ps aux | grep gpsd
nobody 8573 0.5 0.0 21888 1336 ? S<s 07:39 1:45 gpsd -G -F
/var/run/gpsd.sock
charles 12328 0.0 0.0 9144 1036 pts/4 S+ 13:19 0:00 grep
--color=auto gpsd

If it is running, try "telnet localhost 2947".
