Actually, the situation is much better than that. Per
https://www.gps.gov/systems/gps/space/#generations
there are 7 block IIR-M, 12 block IIF, and 1 block III SVs operational
now (20 in all), all supporting L2C, and 11 older generation SVs without
L2C still running. So almost 2/3 of the birds are L2C capable.
It looks like 3 more block III are scheduled to go up in 2020.
