Just committed a small bug-fix while reading and parsing the LoadLimit
configuration file. ;)
ASAP I'll start writing the _real_ LoadLimit stuff. :)))

(+) added new MAX_CHARS_TO_READ constant (set to 256). This var is used in
utils::parseSpecialFile() function
