I wouldn't say that it breaks UDP connections since UDP doesn't really
rely on an actual connection. It causes a data loss which should be
expected when using UDP.

TCP will most likely handle the problem by resending the lost package
many times until any matching ackknowledge arrives or the connection
will time out.

So a BGP attack can break a TCP connection and potentially deny
following connections. But it requires more than causing one package
being misrouted to disrupt a live TCP connection. That's probably what
other people referred to.
