Well, of course it's free software. If it wasn't, it wouldn't even be 
considered for use in a GNU project.

I humbly suggest Texinfo, the GNU documentation file format. You can 
read a well-written tutorial by running `info texinfo' or `C-h i g 
(texinfo)' in Emacs, or 
<http://www.gnu.org/manual/texinfo-4.2/texinfo.html>.

You can generate DVI/PS/PDF with TeX and the ubiquitous texinfo.tex 
file; Info format, HTML, plain text, or DocBook (!) with the makeinfo 
program in the distribution. Emacs makes it really easy to generate the 
navigation.

It is packaged by Cygwin. It is the format for the Pnet book in DotGNU, 
as well as all the manuals GNU publishes.

I would be willing to help out with any initial Texinfo problems GNUe 
might have (were you to adopt it, of course :-).
