Details:
The Crop and Table programs have a feature to let the users define the crop,
or row-selection in a table, using a polygon defined by DS9.
However, currently it only works when DS9 saves the region file in degrees and
will crash when DS9 writes the coordinates in sexagesimal.
The library function to do this conversion is already in Gnuastro, so to fix
this bug, we should simply call that function and convert the polygon vertices
to degrees internally, while reading the DS9 region file.
This bug was reported by Juan Antonio Fernández Ontiveros and Alejandro
Lumbreras Calle.
