[task #13786] Usable libraries for other languages (maybe using SWIG)

Follow-up Comment #3, task #13786 (project gnuastro):

we can write python wrappers for the c function in which first the parse
arguments to convert them from python object to related c types to be passed
to our c function. but there are many function in gnuastro lib that takes
gal_data_t and other our defined c structs and also returns pointers to
gal_data_t type structs....how can we convert them to related to python
objects
