Those are the default translations. It's a static list and shown on top 
of every page. They're supposed to be the languages that have the most 
translated pages and an active translation team. Neither of those 
conditions is necessarily true currently. With some effort, Russian 
might be added to it. :)

Non-default languages (e.g. Russian, Indonesian) should be linked in the 
page itself, like it's done there.
