Follow-up Comment #2, bug #33176 (project gnash):

For sprites that are exported but not placed on the stage, I think the
initactions should be executed when the relevant frame's tags are executed.
That seems to be working in gnash's testsuite, so it's a possibility that the
frame containing the initactions tags aren't being executed.
