I've seen that testcase. It contains (listswf-verified):

 DOACTION (6)
 REMOVEOBJECT (7)
 DOACTION (9)
 REMOVEOBJECT (8)

The order obtained is 6,7,8,9 while behaviour 2 suggest we should get 6,7,9,8:

  "(2)If RemoveObject is after DoAction, then OnUnload is also called
  after executing actionscripts in DoAction. Otherwise before DoAction"

RemoveObject (7) is after DoAction (6) and called after DoAction (6).
RemoveObject (8) is after DoAction (9) but called before !
