No, it works the other way: translation teams have write access to all
repositories at cvs.gnome.org. Most contributions are done in the
'project background'... (the latest status of gcmd translations is
available at
http://cvs.gnome.org/viewcvs/gnome-commander/po/?sortby=date). BTW - the
German one is already updated ;o)

And because translating is usually one evening job (even less if it's
not necessary to do it from scratch), the usual way for
LanguageTeam-less contributors is to get the latest source from cvs and
send updated (and packed!) LANG.po to me
