I'm not sure whether you are referring to the dual structure with
associated organization and chapter here. In case you are, I'd like to
point out that the dual structure arises from different needs than
just charitable status.

We always want one (or more) "membership based" organization(s)
working together with one (and only one) FSF Europe chapter to be the
connection to the FSF Europe in that "legal region."

The chapter will always aim to be charitable (if possible), so if
charitable status would place restrictions on the AFFS, it can do
without as it will be working together closely with the chapter, which
will most likely be charitable.
