I wanted to know if this IP can be ported on our Microcontrollers
that are ARM7TDMI, ARM966E and Cortex-M3 based.
How much flash is needed for the IP? How much RAM? What peripherals?

No, ARM966E is just arm core. Your baseboard management controller
(BMC) should implement a standard called IPMI (intelligent platform
management interface). BMC is independently powered and is on all
the time watching for errors and management commands. Typically IPMI
is used to manage server systems. Motherboards from Intel, Tyan,
Supermicro and other top hardware vendors support IPMI.

Sorry for responding late. GNU FreeIPMI is developed based on IPMI 1.5 and IPMI
2.0 standards specification. If your micro controller is standards based, it
will work without any modification.
