Off the top of my head I know of two locations:
1) ipmi-kcs-interface with the semaphore id.
2) global count variables in ipmi-ping.c.

>From the perspective of the libfreeipmi KCS interface, I think it is
thread safe. But internally within libfreeipmi, there could be a race
condition. I haven't really thought of it though.
