Hello,
  Test on devanagari glyphs is based on few  things:
a) Testing half forms.
b) Testing velanti(Choti i)  forms
c) Testing vatu forms.
d) Testing reph forms
e) Testing mixed form of halant and reph
f) Testing conjuncts.

As for now I do not have something like test script for testing devanagari 
fonts but I would surely like to contribute for it under GPL
