(I haven't checked this site for some time, the link might be broken. From 
what I remember, most of this is not relevant for Bengali, though it may be 
relevant to the overall acceptance of unicode)

As for your other comments, I don't think Word itself would be capable of 
converting between Unicode and the other ad hoc 'encodings' widely used. 
Ekushey can supposedly convert between various such encodings, and will 
perhaps eventually add the capability to convert to and from Unicode as well 
(Mr Robin Upton discussed this in some messages a long time back).
