[Erc-discuss] ERC is now available via package.el

A package for ERC 5.2 is now available in the ELPA (Emacs Lisp Package
Archive).  Instructions for installing package.el, the client for ELPA,
are at http://tromey.com/elpa/install.html.

This is only useful if you aren't using Emacs 22, because otherwise
package.el will detect that ERC is already present.
