[Erc-discuss] Commit messages and #erc notifications

I've created a script on my webserver which takes care of two things,
after polling the main Arch repository for updates.

 1. Sends commit messages to address@hidden

 2. Causes the CIA.vc bot instance in #erc to send a message to the
    channel with the summary of the commit message.
