I've no idea, but there is a gettimeofday in gnulib. The Emacs source
and/or doc talks about systems which can't report milliseconds, but it
may be that there are none of interest now. I assume no-one has
complained about this sort of thing not working in Emacs 21, at least.
Perhaps you could just make the build stop if it finds it can't do
millisecond timing.
