Looks good except for one quirk.  If the heading has a TODO keyword, it
isn't excluded.  Example:

--8<---------------cut here---------------start------------->8---
* Heading1
** TODO Subheading1
* Heading2
--8<---------------cut here---------------end--------------->8---
