You've changed the subject in a subtle way to one that there
is no need to discuss at all.

People who might consider translating those manuals into something
that can produce Info files do not _have to_ ask themseles any
particular question.  It is their free decision whether to help either
one of these kinds of conversion, or not.

What concerns the GNU Project is what the GNU Project should say
to people to recruit their help in reaching our goal.

We will say that we will accept low-quality Info files if people make
them, and whether we have low-quality Info files or not, ww will seek
for volunteers to make well-formated Info manuals.
