I think that in this context, the term "content" is being used as a 
technical term, as in "the content of the HTTP response" or "the 
contents of the file," which may include text, code, images, other 
binary formats, etc, as opposed to, e.g. the metadata of the response or 
file.  It's not being used in the sense of "consuming content."
