How can people who are not actively reading emacs-devel notice such
requests? For example,

does not clearly indicate in the subject that it is asking for ideas. In
other cases, just one of the messages deep inside threads may ask for
feedback, which is even harder to notice.

If the help requests are collected into a digest, it will be much easier
to follow for casual readers (the majority).
