With this

  (set-char-table-extra-slot glyphless-char-display 0 "%")

and

  GNU Emacs 29.0.50 (build 1, x86_64-pc-linux-gnu, cairo
   version 1.16.0) of 2022-08-28 [commit
   df2f6fb7fc4b79834ae40db8be2ccdc1e4a273f1]

it's pretty equivalent IMO. The diamond, from a user
perspective, was slightly better since % is an actual char
that one use in programming and the diamond wasn't.
