Copyright is about distribution, not usage.  A creator of an extension can 
use it how person wish, whatever the license, as long as it’s done in 
private.  Rarely a law takes the burden to stop you from doing something 
that doesn’t impact others.

Copyright is not made to restrict copyrights “owners”, but users.
