Does it work for you? I get titles like
- "GNU bug reports: Normal bugs - outstanding"
- "GNU bug report logs - #17678"
and links to raw mail messages, e.g. debbugs.gnu.org/db/17/17678.html

I have no idea what should be find by your request, so let's consider another one:

https://html.duckduckgo.com/html?q=site%3Adebbugs.gnu.org+emacs+locale+number

For this particular query I expect to get

    *#29645 Feature Request: Locale aware formatting*
    https://debbugs.gnu.org/cgi/bugreport.cgi?bug=29645

among top results. Actually I would not mind to get it without narrowing search to debbugs.gnu.org.

It seems, google has no chance to provide relevant human friendly results due to
