I'm pretty sure GitLab fits these bullet points.

If so, I'm all for switching.  But my impression from the huge
megathread...  was is this spring? ... was that there was a bunch of
stuff you couldn't do via email still.

I'm not quite sure where the discussion stopped, actually.

Maybe the absence of an Emacs-driven UI? But it's a bar too high, if you ask me.

We even have an instance running already.

Is it publicly available?
