In this time and day, "user friendly" would be to have a clean, modern web interface for the user to report new issues, follow them, etc.
What we have can be totally driven by e-mail (that was an absolute prerequisite, IIRC) and it's relatively flexible. But user-friendly, if you're not an old hand or a power user, it's not IMHO.
